When will we begin to see new growth in the Western world, after the financial meltdown?

We’re already seeing new growth as it is, but we won’t return till the “pre crisis level” until probably 2012-2014. The newest IMF forecasts are showing some interesting trends (especially about the developed world vs. the developing world) and I suggest that you take a look at that :)
